The KwaZulu-Natal Department of Health invites suitably qualified and experienced nursing professionals to apply for the position of Clinical Programme Coordinator (Quality Assurance Manager) at Edumbe Community Health Centre. This position falls under the Monitoring and Evaluation component and plays a key role in strengthening quality management systems within the institution and its associated clinics.

Position Overview
The Clinical Programme Coordinator (Quality Assurance Manager) will be responsible for coordinating, monitoring, and evaluating quality improvement systems within the health centre and its affiliated primary healthcare clinics. The successful candidate will support the implementation of national and provincial quality standards and contribute to strengthening governance, patient care standards, and institutional compliance.
The role requires sound knowledge of nursing legislation, ethical practice, healthcare quality frameworks, and monitoring systems. The incumbent will collaborate closely with multidisciplinary teams to ensure that service delivery aligns with established norms and standards for healthcare institutions.
Salary and Benefits
The salary for this position ranges from R464 466 to R522 756 per annum, depending on experience and applicable salary notch progression.

Minimum Requirements
Applicants must meet the following minimum criteria:
- Senior Certificate (Grade 12)
- Diploma or Degree in General Nursing
- Registration with the South African Nursing Council (SANC) as a Professional Nurse
- A minimum of seven (7) years appropriate and recognizable nursing experience following registration as a Professional Nurse
- Current proof of SANC registration (current year receipt)

The successful candidate should demonstrate:
Clinical and Legislative Knowledge
- Thorough understanding of nursing legislation, ethical standards, and professional scope of practice
- Knowledge of National Core Standards for Health Establishments
- Familiarity with Provincial Quality Improvement initiatives and related frameworks
- Understanding of Patients’ Rights Charter and Batho Pele Principles
- Awareness of public sector policies governing health services
Quality Management and Monitoring
- Knowledge of Total Quality Management (TQM) principles
- Ability to implement and evaluate Quality Improvement Plans (QIPs)
- Experience in conducting audits and facility assessments
- Understanding of clinical governance frameworks
- Ability to analyze service delivery data and identify areas for improvement
Administrative and Management Skills
- Basic understanding of human resource and financial management practices within public healthcare
- Ability to compile comprehensive reports and provide structured feedback to management
- Strong organizational and coordination skills
- Effective communication and presentation abilities
- Capacity to work independently and within multidisciplinary teams
Key Responsibilities
The Clinical Programme Coordinator (Quality Assurance Manager) will perform the following core functions:
1. Quality Improvement Coordination
- Coordinate and oversee quality improvement initiatives within the Community Health Centre and its associated clinics.
- Identify performance gaps and facilitate corrective measures.
- Develop, implement, and monitor Quality Improvement Plans (QIPs).
- Provide guidance to operational managers and nursing teams on quality standards compliance.
2. Monitoring and Evaluation
- Conduct regular quality assurance audits and monthly surveys.
- Evaluate compliance with National Core Standards and Provincial Quality Programmes.
- Monitor delivery of clinical care, patient waiting times, and patient experience indicators.
- Compile structured reports for submission to senior management and district authorities.
3. Standards Implementation
- Ensure implementation of National Core Standards, including but not limited to:
- Patients’ Rights Charter
- Batho Pele principles
- Clinical Governance frameworks
- Ideal Clinic initiatives
- Primary Health Care (PHC) norms and standards
- Support institutional accreditation processes and readiness assessments.
4. Programme Oversight
- Conduct surveys and evaluations within priority health programmes, including:
- Maternal, Child and Women’s Health (MCWH)
- HIV, AIDS, STIs and TB (HAST)
- Prevention of Mother-to-Child Transmission (PMTCT)
- Integrated Management of Childhood Illness (IMCI)
- Sexual and Reproductive Health (SRH)
- Integrated Chronic Disease Management (ICDM)
- Monitor programme performance and recommend improvements where necessary.
5. Multidisciplinary Collaboration
- Work closely with nursing staff, clinicians, programme managers, and administrative teams to strengthen quality systems.
- Provide advisory support on quality assurance matters at institutional and clinic level.
- Facilitate quality review meetings and provide feedback to relevant stakeholders.
